Dear Brothers and Sisters in Christ,
I am pleased to share with you the 2023 Annual Report, which provides an
account of major diocesan activities and highlights the many ways in which we
supported the Spiritual and Corporal Works of Mercy in our diocese over the
past year. Your prayers, continual commitment, and recurring generosity are
testaments to your witness to our faith and a reflection of your zeal, devotion,
and dedication.
It is my pleasure to share with you just a few notable highlights:
We concluded a very successful Year Two of our 2024 Golden Jubilee
preparatory period, themed, “Rejoice: My soul rejoices in the Lord.” Our Marian
theme culminated in a diocesan pilgrimage attended by more than 1,300 people
to the National Shrine of Saint Elizabeth Ann Seton and the National Shrine
Grotto of Our Lady of Lourdes in Emmitsburg, Maryland.
Catholic Charities continues to set new benchmarks for how far we can go
in assisting the poor and vulnerable. Christ House, for instance, served nearly
18,000 free meals to homeless and hungry individuals, which is a 42% increase
over the previous year. $8.2 million in food, rent and utility assistance, medical
care and refugee resettlement was spent — a $1 million increase from the year
before. The financial value of the assistance provided by Mother of Mercy Medical
Clinics increased by 57%.
Priestly Vocations remain strong in our diocese. I have had the honor of
ordaining 17 men to the priesthood in the past two years. There are currently
40 men studying in seminary for the diocese, as well as 50 men and women in
formation with religious orders.
Throughout the diocese, our Catholic schools oer a model of education that
is rooted in the Gospel and the Church’s teachings, enshrining parents as the first
and primary educators of their children and striving for academic excellence.
Enrollment remains steady, and a total of 19 schools have admitted students with
intellectual and developmental disabilities, demonstrating our commitment to
helping all families to the best of our ability.
Other noteworthy moments from 2023 include sending a delegation of more
than 130 to attend World Youth Day in Lisbon, Portugal, 40 Hours devotions
taking place in every parish and participation in the National Eucharistic Revival.
Our diocese has made significant progress in advancing our Strategic Plan
2022 - 2026. Through its 23 ocial initiatives, the plan will guide us in addressing
the key spiritual and pastoral needs of our diocese. Working groups — comprised
of priests, deacons, consecrated religious, and the lay faithful — are currently
moving these initiatives forward, establishing timelines, and determining what
resources are needed to make them realities.
We are now in Year Three, our Jubilee Year, which is themed, “Renew: Behold
I make all things new.” During this time, we are committed to renewing and
strengthening our faith for the future. We will celebrate this milestone with a
Golden Jubilee Festival on Saturday, June 8, 2024, a Solemn Mass on Thursday,
September 5, 2024, and a Pilgrimage to the Basilica of the National Shrine of the
Immaculate Conception on Saturday, October 5, 2024.
I thank God each day for the blessing of being your bishop, for he has entrusted
to me a diocesan family of great humility and faith.

Year Two focused on Mary, the Mediatrix of All Grace and the
model disciple, who shows us how to receive the Word and
bear the Word to the world.
Our Golden Jubilee Year began on November 26, 2023!
The founding date of the Catholic Diocese of Arlington was
August 13, 1974. To mark this joyous occasion, our diocese
will celebrate with liturgies and events throughout the year,
including a Diocesan Family Festival on June 8, 2024, and a
Solemn Golden Jubilee Mass on September 5, 2024, at the
Cathedral of Saint Thomas More. This year will include many
other opportunities to highlight this momentous milestone
for the Diocese. You can learn more about our Golden Jubilee

Year One of our diocesan Golden Jubilee celebration was filled
with numerous events, liturgies and a commitment to hosting
a 40 Hours devotion in every parish.
The Synod on Synodality is a
three-year process of listening and
dialogue which began with a solemn
opening in Rome in October 2021.
In October 2023, it welcomed input
from global representatives for the
XVI Ordinary General Assembly of
the Synod of Bishops.

The National Eucharistic Congress
will be held July 17-21, 2024, in
Indianapolis, Indiana. At this historic
gathering, Catholics from every
corner of our nation will come together in Indianapolis to
reconsecrate their hearts to the source and summit of our

During our Marian-themed Year Two of the Golden Jubilee preparatory
period, we were honored to highlight the valuable contributions of the
Women Religious in our diocese. We are blessed to have 14 Orders of
Women Religious in the Catholic Diocese of Arlington.
In preparation for the Golden Jubilee, our Women Religious graciously
compiled three prayer guides: “Reflections on the Rosary,” “A Guide
to Praying with Jesus in the Blessed Sacrament” and “Prayers of the
Heart for the Holy Sacrifice of the Mass,” which may all be found at
arlingtondiocese.org/prayerguides. They also recorded a popular
series centered around the recitation of the Rosary. In addition, the
Immaculate Heart of Mary Sisters celebrated their 100
th
anniversary as
teachers at St. James Catholic School in Falls Church!
The Oce of Youth, Campus and Young Adult Ministries serves
future leaders of the Church through a vibrant, robust and impactful
experience from middle and high school (Youth) through college
(Campus), and well into adulthood (Young Adults, ages 19-35).

Since the release of the Diocesan Strategic Plan, feedback from the
Diocese has been supportive and enthusiastic. Many have asked what
specifically will be done related to each of the strategic pillars and goals.
Working groups were formed to identify specific, practical initiatives that
would implement the strategic pillars and goals.
One hundred ten initiatives were proposed. Since all of the 110
proposed initiatives could not be done, 23 were selected because
of their potential eect across multiple pillars. These initiatives will
augment current ministries. For each initiative, a leader from the
clergy or from the lay faithful will be chosen and, in most cases,
there will be a group of clergy, religious, and lay persons who will
support and execute the initiative. We will continue to provide regular
updates in the Arlington Catholic Herald or through our website:
arlingtondiocese.org/strategic-plan.
1. Promote best practices among priests for evangelization
and discipleship
2. Sponsor the expansion of successful evangelical programs in
every parish
3. Strengthen greeters and welcoming programs at every parish
4. Encourage parishes to promote sacramentals, virtues and
saints routinely
5. Initiate a feasibility study at San Damiano to expand its facilities
and increase retreat opportunities for all
6. Develop a multimedia teaching series on discipleship, created
and delivered by our diocesan priests
7. Hold an annual diocesan service day to unify the faithful in
service to others
8. Initiate a feasibility study to create a diocesan Vocational/
Technical School
9. Reshape parish youth groups around various interests, smaller
gatherings and more mentorship
10. Increase access to diocesan youth groups and religious education
for persons with intellectual and developmental disabilities
11. Encourage and equip pastors to develop stas spiritually and in
evangelization approaches
12. Substantially increase diocesan tuition assistance
13. Deploy special education trainers in our Catholic schools to build
eective Options Programs in every school
14. Identify promising approaches for attracting and retaining
teachers in our schools

The BLA was created in 1977 to communicate the annual diocesan funding priorities to parishioners and to invite them to partner with the Bishop
to support and strengthen vital ministries and programs in our diocese. As disciples of Christ, we show our gratitude for God's many blessings
by sharing our gifts, bringing the hope of Christ into the lives of thousands of people in need of spiritual, charitable and educational assistance
across our diocese. Traditionally, 45–50% of diocesan operating income is realized from this annual appeal. For CY 2023, $21.4 million has been
pledged to date from approximately 35,700 households.

Total parish revenue from all sources, including parish schools, was approximately $290.5 million. Over 90% of our parishes and missions ended
the year with an operating surplus. On an overall basis (i.e., operating and capital results combined), total revenue minus total expenditures
resulted in a $220K deficit. Parishes reporting a surplus are able to build reserves for future capital expenditures. Building and maintaining
reserves help to ensure that sucient funds are available to manage cash flow on a day-to-day basis and to maintain financial flexibility.

Diocesan churches reported an operating surplus of $18.3 million, a $6.2 million decrease from the previous year. Total operating revenue was in
excess of $139.4 million and total expenditures were $121.1 million. Oertory support increased by $2.4 million. The total parish oertory for FY23
was approximately $101 million.

Parish schools’ operating revenue totaled $125 million. Direct tuition,
parish investment in schools and tuition assistance make up more
than 84% of the revenues in our elementary schools. Total tuition
assistance for 2023 was $7.2 million. The Diocesan Tuition Assistance
Program funded $2.4 million, the Tax Credit Scholarship funded $2.7
million and the additional $2.1 million was funded through the parish,
school or other sources.
Our Catholic schools are joyful communities commited to providing an
education rooted in the Gospel of Jesus Christ, where Catholic doctrine,
virtues and academic excellence prepare each student for a life of faith,
service and integrity.
The Oce supports 37 elementary schools, four high schools, three early
childhood education centers and five independent schools comprised of
18,294 students combined.
The Diocese of Arlington experienced an increase of 10% in enrollment in
the past three years.
Overall Hispanic enrollment is now at 18% which represents a 1% increase.
All diocesan schools have enrolled students with disabilities.
19 diocesan schools have enrolled students with intellectual disabilities.
Savings to taxpayers were $323,952,942 in 2023.
Our 2023 high school graduates received more than $85.1 million in college
scholarships!
In its second year, St. Ambrose School, in partnership with Boston College,
increased its dual-language immersion program by oering it to students
in both Kindergarten and First Grade.

In this year’s annual report, we remember all that has been
done to serve the poor, protect the vulnerable and welcome
the newcomer through God’s grace and the ministries of
Catholic Charities of the Diocese of Arlington. We rejoice in the
generosity of so many in our community who helped make this
work possible. As our diocese embarks on its Golden Jubilee
celebration, we renew our commitment to compassionately –
and competently – serve all those entrusted to our care.
Catholic Charities served more than 27,000 men, women and
children seeking help this past year. We depended on the
hard work and eort of our dedicated employees, committed
parishioner and community volunteers, and the extraordinary
financial support of parishes and individuals from throughout
our diocese.
We are grateful for the leadership of our shepherd, Bishop Michael
F. Burbidge and our Board of Directors. We are equally grateful
to all the pastors of our diocese for sharing in our ministry of love
and service to those in need.
We remain deeply thankful for our partnerships with the United States Conference of
Catholic Bishops, the Oce for New Americans (Commonwealth of Virginia), and the many
cities, counties and foundations who provide us with additional resources to carry out our
mission and ministry.
Above all, we give thanks to God for the opportunity to provide help and bring hope to the

Dear Fellow Members of our Diocesan Church,
On behalf of Bishop Michael F. Burbidge and
the Diocesan Finance Council, I am once
again pleased to present the Annual Financial
Report for the Diocese of Arlington for the
fiscal year ended June 30, 2023. This report
demonstrates the continued generosity of
the faithful of the Diocese, as well as our
dedication to prudent fiscal stewardship of
the resources entrusted to us by you, our
loyal benefactors. The Diocese of Arlington
sits firmly on a solid financial foundation as
we approach the 50
th
anniversary of our founding in 2024.
This years financial report highlights the start of a special project
undertaken to renovate the Cathedral of Saint Thomas More, the
Mother Church of our diocese. Special gifts designated for use toward
this project have been received by the Diocese, and as costs for the
renovations are incurred, the Diocese releases these funds to the
Cathedral as contributions. This activity, while not part of the regular
operations of the diocesan oces and ministries, is reflected in this
financial report. This exciting and extraordinary project began in fiscal
year 2023 and will continue through fiscal year 2024. The rededication
of the sanctuary will take place to coincide with the Golden Jubilee
celebration in the summer and fall of 2024. What a fitting culmination
that will be to the final Jubilee year of preparation, which calls us now
to renewal and reflection on the words, “Behold I make all things new.”

Other items of note include the positive news of increased giving at
the diocesan and parish levels, which has assisted in an encouraging
growth of assets and decrease in liabilities. Donations to the Bishop’s
Lenten Appeal and to parish oertory have also exceeded pre-
pandemic levels. In addition, our diocesan school enrollment continues
to be strong.
I hope this financial report assures you of our deep commitment to the
highest levels of prudent administration of the important resources

BISHOP’S LENTEN APPEAL (BLA) accounted for more than $21 million
in income in 2023 to support ministries and programs throughout the
Diocese. BLA contributions fund pastoral programs, religious personnel
development, education and social services, and contribute to the
administrative support of ministries and oces at the diocesan level.
DONATIONS, BEQUESTS AND MISCELLANEOUS CONTRIBUTIONS totaled
more than $6 million. Current-year donations and bequests continue to
be a source of funds for both donor-supported programs and long-term
strategic funding needs, securing the future growth and well-being of our
diocesan church. Because of the unpredictable and restricted nature of this
type of income, we do not budget this activity in “operations.
PARISH ASSESSMENT accounted for more than $7 million in operating
income in 2023. This income is calculated and paid by parishes as a function
of the regular parish oertory. Eight percent of the parish oertory, as of
June 30, is computed and paid in monthly installments in the subsequent
year. This income supports oces that serve parish, school and diocesan
administration.
PROGRAM REVENUE includes registration and professional development
fees for a variety of initiatives including WorkCamp, Conferences for the
Engaged and catechetical certification. Amounts contributed and received
by the Tribunal are also included in program revenue.
INVESTMENT INCOME FOR PROGRAMS totaling $3.8 million reflects the
budgetary amount anticipated from the investment returns of diocesan
reserves and/or endowments. Actual investment returns may or may not
be indicative of what is budgeted and utilized for operational need.
PASTORAL OFFICES include those involved with evangelization and
communicating the Faith: the Oce of Youth, Campus and Young Adult
Ministries; Hospital Ministry; the Oce for Marriage, Family and Respect
Life; the Oce of Hispanic Ministry; the Oce of Multicultural Ministries;
the Permanent Diaconate Program; Tribunal and Parish Subsidies; the
Virginia Catholic Conference; the Diocese’s support of two missions in the
Dominican Republic; St. Rose of Lima Priests’ Retirement Villa and the San
Damiano Spiritual Life Center.
EDUCATION includes the Oce of Catholic Schools, the Oce of Faith
Formation and the Tuition Assistance Program.
RELIGIOUS PERSONNEL DEVELOPMENT includes the Oce of Vocations
(seminarian education) and other religious personnel development programs.
SOCIAL SERVICES include the diocesan subsidy to Catholic Charities, the
Oce of Child Protection and Victim Assistance, and other charitable causes.
DIOCESAN BISHOP AND COMMUNICATIONS The Bishop is responsible
for teaching, governing and sanctifying the faithful of the Diocese. He
provides ministry through personal interactions and by traveling across
the Diocese for sacramental and pastoral purposes and digital and media
production presence.
