1.0 Preamble
The Waybill is the evidence of a contract between the Transport Service Buyer and
the Transport Service Provider, it is usually issued on collection or receipt by the
Transport Service Provider. The waybill is used as a document of title and to show
who has the right of ownership of the goods being transported.

The waybill is a common term covering various terms used in different modes of
transport, for example;
Bill of Lading, Ocean Bill of Lading, or Sea Waybill is used in Sea freight
Air Waybill or eAWB is used in Airfreight
Consignment Note (CMR or eCMR) is used in Road
Rail Transport Document CIM and SGMS are used in Rail
Waybills are Negotiable or Non-Negotiable.
Negotiable waybill is used as a document of title, used to transfer ownership of the
goods from one party to another such as Consignor and Consignee, these bills of
lading would typically drawn “To Order” of the Consignee.

Non-Negotiable waybill does not permit title to be transferred from one party to
another. The release of cargo at destination is only to the named Consignee in
exchange for an original bill of lading.

3.0 Objective
The objective of this document is to outline the implementation of the Waybill in the
transport movement between the Transport Service Buyer and Transport Service
Provider and the Consignee for the purpose of transporting and releasing the goods.
The exchange of data in a standardized format reduces the integration effort
between parties and ensures that the necessary data is placed into the relevant
section on a waybill without misinterpretation and is presented in the exact way to
adhere to any local, financial, regulatory or business requirement without
modification or re-entry.
The data structures should support the exchange of an electronic waybill for the
release of goods.
This BRS is a subset of the International Forwarding and Transport BRS (2020)

4.1 Description
This BRS aims to develop subsets of the MMT RDM which are aligned to the global
guidelines for the UN/EDIFACT IFTMCA message structure, supporting digitalization
in Transport and Logistics whilst remaining data exchange syntax agnostic.

5.0 Business Requirements Elaboration
5.1 Business Requirements List
Providing an electronic waybill to be used in exchange of title in the case of a
negotiable waybill, or for the release of cargo to a nominated consignee in the case
of a non-negotiable waybill.
A waybill would usually follow from a shipping instruction and during the preparation
of the waybill there may be several amendments required. In the case of a Letter of
Credit the requestor will need to provide literals or more detailed values for
commodity details, party names and addresses and location spellings to adhere to
the Letter of Credit
This document describes the following typical scenario of preparing a waybill from a
shipping instruction provided from the Transport Service Buyer to the Transport
Service Provider. It is also recognised that in some modes of transport the shipping
instructions are not always provided, and the preparation of the waybill can be from
other documentation.

5.2 Definition of Business Terms
The main terms are defined in the MMT RDM apply and the Waybill is fully compliant
with all of these definitions.
The Waybill refers to the following additional terms:

5.3 Business Requirements View

The waybill is issued by the Transport Service Provider and agreed by the Transport
Service Buyer, it may be subject to a number of amendments before it is accepted
by the Transport Service Buyer.

The waybill utilises some of these entities and relationships in the model.
