WHAT'S NEW: 2024
DEFINITION OF ADULT NOVICE HUNTER AMENDED: A novice adult hunter is a
Colorado resident age 18 or older, who has either no turkey license purchase
history, only held a turkey license(s) in the

current or previous year, or
has no turkey license purchase history in the previous ve years. See "Special

PERMIT DEADLINE EXTENDED FOR HIGEL AND RIO GRANDE SWAs:e dead-
line for access permit applications has been extended from January 31 to
March 31 annually to allow more time for people to submit their applica-
tion aer draw results are posted. See "Special Land-Use Rules" on page 9.
CITYISSUED PERMIT REQUIRED IN CITY OF FORT COLLINS NATURAL AREAS:
Hunters using City of Fort Collins' Bobcat Ridge Natural Area (in GMU 20,
spring season only) or Gateway Natural Area (in GMU 191) to access other
lands must have a city-issued permit. See "Special Land-Use Rules" on page 9.
LEGAL HUNTING HOURS TIP: Visit gml.noaa.gov/grad/solcalc and use the
NOAA Solar Calculator to pinpoint the sunrise/sunset time for your hunt-
ing location. See page 3 for more information.
REMINDER: A BRIEF PERIOD TO SURRENDER YOUR LICENSE AFTER THE DRAW IS
AVAILABLE: Once the draw is complete, CPW will send emails to custom-
ers who are successful in the draw and provide them with a short period
when they can surrender their license if they no longer want it, receiving
preference-point restoration to the pre-draw level, a refund of the license
fee and removal of the license from the customer’s account. The deadline for
the Spring Turkey surrender period is Fri., Feb. 16 at 11:59 p.m. MT. The deadline
for the Fall Turkey surrender period is Fri., June 7 at 11:59 p.m. MT.

LICENSE REQUIREMENTS
1. Small-game licenses are not valid for turkeys. A turkey license is re-
quired to take wild turkey.
2. Limited licenses are available for spring and fall seasons by draw, valid
only for specic dates and units (see pages 4−7). Apply online: Go to
cpw.info/buy-apply.
Only one application is allowed per season. Hunters must apply for
spring and fall turkey licenses separately. Fall applications are NOT ac-
cepted before MAY 1. e purchasing system will NOT let you submit a fall
application during the spring turkey application process.
3. Over-the-counter (OTC) licenses are also available for spring and fall
seasons, and can be purchased online, by phone or in person at CPW
oces, state parks and sales agents around the state. See the back cover of
this brochure for the dates when those licenses go on sale.
4. Licenses are valid for and expire aer the season printed on them.
Licenses are not transferable.
5. It is illegal to make false statements when buying or altering a license, and
doing so voids the license.
6. Turkey hunters do not need to register with the Harvest Info. Program (HIP).

HABITAT STAMP: A 2024 ($12.15) or lifetime ($364.63) Habitat Stamp is

SPECIAL OPPORTUNITY INFORMATION
YOUTH LICENSES
Youth under age 18 can buy or apply for a reduced-cost turkey license. All
hunters, including those younger than 18, must meet hunter education require-
ments. ose under 16 must also be accompanied by a mentor while hunting.
ere is no minimum age to hunt turkey, as long as these requirements are
met. A mentor must be 18 or older and must meet hunter education require-
ments. Mentors aren’t required to hunt. While hunting, youth and mentors
must be able to see and hear each other without binoculars, radios or other aids.
Youth younger than 18 can buy an adult license as long as they meet
hunter education requirements. At age 18, youth must buy an adult license.
Youth are considered to be the age they are on the date they submit their
draw application. For example, if a 17-year-old submits an application and
then turns 18 prior to the start of the turkey season for which they applied,
they are still considered a youth and qualify for the youth license.
OUTREACH LICENSES: YOUTH & NOVICE ADULTS
Outreach licenses for youth are oered to qualied organizations sponsor-
ing educational youth hunting activities. A maximum of 200 licenses are
oered for private land and are limited to youth under 18 years of age.

Outreach licenses for novice adults are now oered to qualied organiza-
tions sponsoring novice adult hunting activities. A maximum of 200 licenses
are oered on a rst come, rst served basis to organizations and are limited
to novice adult hunters. A novice adult hunter is a Colorado resident age 18
or older, who has either no turkey license purchase history, only held a tur-
key license(s) in the

current or previous year. or has no turkey license
purchase history in the previous ve years. Organizations and novice adult

HUNTERS WITH MOBILITY IMPAIRMENTS
Ten licenses are oered for qualied hunters with mobility impairments
for the spring season, valid only on private land in units 91, 92 and 96 for
specic dates. Go to cpw.info/accessibility for more information on the
program and how to apply.
NOTE: In Spanish Peaks SWA, hunters with mobility impairments can hunt
aer the second weekend of the spring turkey season on Wed., urs. and
Fri. by permit only. Permits are issued free on a rst-come, rst-served basis
from CPW Licensing, 6060 Broadway, Denver CO 80216. Permits are limited
to two people for each of the Wed.–Fri. time periods during the spring season.

2024 COLORADO TURKEY HUNTING
RESIDENCY REQUIREMENTS
e physical residence address you give to buy or apply for a license must be the
same as the address given for Colorado state income tax purposes.
You terminate your Colorado residency if you apply for, buy or accept a resident
hunting, shing or trapping license issued by another state or foreign country, regis-
ter to vote outside Colorado or accept a drivers license that shows an address other
than in Colorado.

RESIDENCY TYPES
1. STANDARD COLORADO RESIDENT
a. Requirements: You must live in Colorado for at least six consecutive months im-
mediately prior to buying or applying for any resident CPW product, have your
primary residence in Colorado and have not applied for or purchased a resident
license or pass outside of Colorado in the last 6 months.
b. Proof: Current and valid Colorado driver’s license/ID with a Colorado address
issued six or more months prior. If the Colorado driver’s license/ID is not six
months old, you must provide at least two forms of additional residency proof, as
outlined in Additional Residency Proofs below.
2. STUDENT: ATTENDING SCHOOL FULL TIME IN COLORADO
a. Requirements: You must be attending school full time at an accredited Colorado
school starting at least six months prior to buying or applying for any resident
CPW product.
b. Proof: Student ID, name of institution, date you became a full-time student, and
school transcript showing full-time status.
3. STUDENT: ATTENDING SCHOOL FULL TIME OUTSIDE OF COLORADO
a. Requirements: You must meet Colorado residency requirements and be attending
an accredited school outside of Colorado, paying nonresident tuition.
b. Proof: Student ID, name of institution, date you became a full-time student, and
proof of out-of-state tuition payment.
4. MILITARY: STATIONED IN COLORADO
a. Requirements: You must be active-duty military stationed in Colorado. Military
member's spouse and/or dependents share the same residency status. Residency
begins the date the orders begin.
b. Proof: Military ID and orders.
5. MILITARY: COLORADO HOME OF RECORD
a. Requirements: You must be active-duty military stationed outside of Colorado, but
with Colorado as your home of record, paying income tax as a Colorado resident.
Military member's spouse and/or dependents share the same residency status.
b. Proof: Military ID and orders.
6. YOUTH
Children under the age of 18 have the same residency status as their parent, legal
guardian or person with whom they live the majority of the time per court order.
OTHER RESIDENCY INFORMATION
1. ADDITIONAL RESIDENCY PROOFS
If you otherwise meet residency requirements but your Colorado driver’s license or
ID was issued or renewed less than 6 months ago, or you have a CPW-approved re-
ligious exemption to photo identication on your record, you must provide at least
two additional proofs of residency showing 6 consecutive months of Colorado resi-
dency immediately prior to buying or applying for a license. ose proofs showing
6 consecutive months of Colorado residency include: income sources (pay stubs),
utility bills, state income tax documents (as a full-time resident), lease agreements/
rent receipts, motor vehicle registration, voter registration.
2. MULTIPLE HOMES
If you have a home in Colorado and another location, call 303-297-1192 to make
sure you comply with Colorado residency requirements before obtaining a CPW
license or state park pass.

HUNTER EDUCATION (SAFETY) REQUIREMENTS
1. Anyone born on or aer January 1, 1949, must have a
hunter education card to hunt in Colorado.
2. A hunter education card is needed to apply for/buy a license.
3. Your hunter education card must be carried while hunt-
ing, unless it is veried and your license is marked with a
“V.” To get your hunter education card veried, take your
hunter education card to a CPW oce (listed on inside
front cover) or state park.
4. CPW honors hunter education cards from other states,
provinces and countries.

HUNTER EDUCATION EXEMPTIONS
1. Individuals over age 50 or active-duty U.S. military and
veterans can obtain a hunter education certicate by test-
ing out of hunter education:

2. An apprentice certicate can be obtained for hunters who
are at least 10 years old and who must be accompanied by
a mentor in the eld. is hunter education waiver can be

HABITAT STAMPS
Habitat Stamps are REQUIRED for hunters and cost $12.15.
Only one is required per person, per year for anyone ages
18–64. Habitat Stamps are valid March 1–March 31 of the
following year (13 months).
▶ A lifetime stamp is $364.63.
▶ Anyone who is approved in the Columbine, Blue Spruce,
Independence and/or Big Game Mobility programs is
exempt from the Habitat Stamp requirement.

BAG AND POSSESSION LIMITS
1. Bag and possession limit for each season:
2 BEARDED turkeys in the spring. One must be taken with a limited
license, the other must be taken with an over-the-counter license.
1 EITHERSEX turkey in the fall.
2 BEARDLESS turkeys in the late season.
TAGGING
1. Aer harvesting a turkey, hunters must immediately detach, sign and
date the carcass tag (bottom section of license) and attach it to the ani-
mal. Tags must stay attached while the carcass is transported, in camp,
in storage or in your possession.
2. If the carcass tag is accidentally detached from the license, lost or
destroyed, you must get a duplicate before hunting and prove the loss,
detachment or destruction was accidental. Duplicates can be obtained
by furnishing proof of accidental detachment, loss or destruction to a
CPW area oce (listed on inside front cover).
METHODS OF TAKE
1. SHOTGUNS, including muzzleloading shotguns: maximum 10-gauge
allowed and cannot be capable of holding more than three shells in the
magazine and chamber combined. Shotguns capable of holding more
than three shells must be plugged. Shot must be size #2 (lead or steel)
or smaller. Single slugs are illegal.

4. RIFLES AND HANDGUNS:
a. SPRING SEASON: Ries and handguns are illegal.
b. FALL AND LATE SEASONS ONLY: Ries and handguns can be muzzleload-
ing, centerre or rim re, and bullets must be a minimum 17 grains
with manufacturer’s energy rating of at least 110 foot-pounds at 100
yards from muzzle.
5. AIR GUNS, precharged pneumatic air guns .25 caliber or larger, during
the fall or late season ONLY.
NOTE: Turkeys can be taken over standing crops or feed scattered solely for
agricultural purposes.
NOTE: Articial decoys and manual calls are permitted. Recorded or elec-
tronically amplied calls are illegal.
Legal hunting hours for turkey are one-half hour before sunrise to sunset.
Go to gml.noaa.gov/grad/solcalc to pinpoint the sunrise/sunset time
for your hunting location.
LEGAL HUNTING HOURS
ILLEGAL HUNTING METHODS
IT IS ILLEGAL TO:
1. Post, sign or indicate that public lands (except if under an exclusive-
control lease) are private.
2. Hunt on private land without rst obtaining permission from land-
owner or person in charge.
3. Hunt on state trust lands (STLs) without permission of lessee, except
those open for wildlife recreation.
4. Have a loaded round in the chamber of a rie or shotgun in or on any
motor vehicle.
5. Shoot from or use a motor vehicle, motorcycle, o-highway vehicle,
snowmobile or aircra to hunt, intercept, chase, harass or drive wildlife.
6. Hunt under the inuence of alcohol or controlled substances.
7. Use any articial light as an aid in hunting wildlife.
8. Fail to reasonably dress, care for and prepare edible wildlife meat for hu-
man consumption. Internal organs are not considered edible portions.
9. Party hunt: harvest someone elses game or let someone harvest yours.
10. Use recorded or electronically amplied calls.
11. Use bait to hunt turkeys. Baiting is placing or scattering salt, mineral,
grain or other feed to attract wildlife.
12. Erect permanent blinds or tree stands on state wildlife areas (SWAs).
Only portable blinds or tree stands may be erected on SWAs. ese
must be removed at the end of the day that they are used. No nails may
be driven into trees. e hunter's Customer Identication number
(CID) and dates of use must be visible on the outside of blinds or
underside of stands. Placement of blinds or stands does not reserve
them for personal use; they may be used by the public on a rst-come,
rst-served basis.
13. Use the internet or other computer-assisted remote technology while
hunting or shing. is includes unmanned or remote-control drones

CHILD SUPPORT DELINQUENCY
State law requires a Social Security number to buy a license. e Social Se-
curity number is not displayed on the license but is provided, if requested,
to Child Support Enforcement authorities. Hunting and shing licenses
are not issued to those suspended for noncompliance with child support.
Any current licenses become invalid if held by an individual who is non-
compliant with child support.
WEAPONS RESTRICTIONS
Colorado and federal laws prohibit people convicted of certain crimes,
such as domestic violence, from possessing weapons even for hunting. If
youve been convicted of a crime, check with the appropriate law enforce-
ment authority to nd out how the laws apply to you.
NOTE: E-BIKE SAFETY
Hunters using e-bikes are encouraged to fully unload and case their rearms and bows
when transporting them for safety. Check with the local BLM Field Oce and/or USFS

YOUTH EXTENDED FALL SEASON
Youth under 18 with an UNFILLED FALL turkey license can hunt tur-
key from the Sat. before anksgiving to the Sun. aer anks-
giving in the units listed on their original fall license. All hunters
must follow all applicable regulations and must be accompanied
by a mentor, who cannot hunt. Youth turkey hunters should be
aware that big-game hunters may also be in the eld during this

HUNT CODES CONTAIN A LOT OF INFORMATION!
Learning how to read hunt codes can ensure that you apply for the right
hunt in the limited license draw each year. Hunt codes are an 8-character
code used to designate species, sex, GMU, season and method of take:
1. THE FIRST LETTER designates the species: T = turkey; D = deer; E = elk;
A = pronghorn; M = moose; B = bear
2. THE SECOND LETTER designates the sex of the animal you want to hunt:
M = male; F = female; E = either sex
3. THE THIRD PART THREE NUMBERS designates the unit you want to hunt:
001 = unit 1; 201 = unit 201; etc. If more than one unit is valid, only the
lowest unit number will appear.
4. THE FOURTH PART A LETTER AND A NUMBER indicates hunt dates:
O1 = rst season; O2 = second season; O3 = third season; etc.
P is for private-land-only hunts, then the season number: P1, P2, etc.
E1 = early season. L1 = late season. K1, K2, etc. = youth-only hunts.
W (or J) = Ranching for Wildlife.

PREFERENCE POINTS
1. HOW TO GAIN POINTS: One preference point is awarded if you are unsuccessful
in drawing your rst-choice hunt code or if you apply for a preference point
hunt code as your rst choice. You can get two preference points each license
year for turkey if you submit an application for each season (spring and fall).
2. PREFERENCE POINT HUNT CODE: To apply for a preference point only, enter
either hunt code TM99999P (spring season or TE99999P (fall seasonas the
rst choice on your application. You must pay for a Habitat Stamp, even if
youre just applying for a preference point. e application processing fee
and $12.15 Habitat Stamp fee are nonrefundable.
3. DRAW PRIORITY: Priority goes to the hunter with the most points, except for
group applications. Group applications are processed based on the member
with the fewest points. See cpw.info/apply-for-group-hunts online.
4. POINTS ARE ONLY USED ON FIRSTCHOICE HUNTS: Second-, third- or fourth-choice
hunt codes don’t use or generate preference points.
5. POINT ACCUMULATION: Preference points accumulate each year until they are
used to help you draw a license as a rst choice.
6. USE THEM OR LOSE THEM: If you don’t apply for or purchase a license at least once
in 10 consecutive years for turkey, your le is purged and your preference
points are lost. Applying for preference points keeps your le active.
7. CHECK YOUR ONLINE PROFILE: Your preference point levels and draw results will
be listed in your account prole. Go to cpw.info/buy-apply.

THE PAYMENT DEADLINE IS FINAL. Plan ahead: Log in to your account before draw
results are posted online and make sure your credit card information is accurate.
If we are unable to charge the credit card on le in your account by the payment
deadline, your license will be forfeited, and you will lose BOTH the license and any
preference points you used to draw it. It's the customer's responsibility to know the
payment deadlines and verify that their awarded licenses have been paid for prior to
the payment deadlines.

1. Application fees and the $12.15 Habitat Stamp fee are nonrefundable.
2. If you drew a license you would like to return AFTER THE SURRENDER
PERIOD DEADLINE, payment for the license is still required rst. You
can then return it for a refund OR preference point restoration. You
must relinquish your license AND carcass tag at least 14 days before
opening day of the season for which the license is valid.
License must be accompanied by a completed request form obtained
at a CPW location or on our website: cpw.info/refunds. Most
refunds are subject to a $15 processing fee. Preference points are rein-
stated to a pre-draw level. You do NOT receive an additional preference
point for the draw for which you're returning your license.
Turkey refund requests must be postmarked at least 14 DAYS before
the season for which the license is valid starts along with a refund
or preference point restoration request form to CPW, attn: Refund
Oce, 6060 Broadway, Denver, CO 80216. A license cannot be
recovered once it has been returned.
3. Once there are fewer than 14 days until the season starts, refunds or
preference point restorations are limited to extreme medical circum-
stances of the licensee or of the licensee's immediate family member,
death of the licensee or death of the licensee’s immediate family
member, members of the U.S. military whose service prevented them
from requesting a refund or reinstatement on time, or jury duty which
overlaps with the season dates on the license.
ese requests must be accompanied by evidence that the license has
not been used AND the circumstances that prevented the licensee from
being able to make their request 14 days or more from season start.
Customers with an extreme medical circumstance will need to ll
out the new Extreme Medical Exception request form. Find instruc-

REFUNDS
EXCHANGES
1. All license exchanges will be charged a $5.00 fee.
2. No refunds or preference point restorations are available on exchanged
licenses.
3. Exchanges can be completed at a CPW oce or park up until the day
before the season starts on the original license. Once a season starts, an
exchange is no longer available.
REISSUES
1. e Reissue Preview List will be posted online every Tues. at 11 a.m.,
and those hunt codes will be moved to the Leover List and available for
purchase every Wed. as close to 11 a.m. as possible.
2. All hunt codes will be released 11 a.m.–1 p.m. on Wed. of every week,
starting the week aer leover licenses go on sale. Note that no new hunt
codes will be added to the list during the week.
3. Licenses from the preview list for the week will be available for purchase
every Wed., starting at 11 a.m. See the website for full details:

CLEARING FAILED PAYMENTS
Log in to your account at cpwshop.com and navigate to the Privi-
leges tab under My Orders. Click on Pay Balance and pay for your
license. You will receive an order number and conrmation email when
you have successfully completed the transaction.
Please note that if you receive a courtesy email that your license
payment failed, only updating your credit card on le will NOT pay
for your license. You MUST follow the instructions above and receive
conrmation that your license is paid for prior to the payment deadline.
Payments can also be made over the phone; please call 1-800-244-5612.
Once the draw is complete, CPW will send emails to customers who are successful in the
draw and provide them with a short period when they can surrender their license if they
no longer want it, receiving preference point restoration to a pre-draw level, a refund of
the license fee and removal of the license from the customer's account. The deadline for
the Spring Turkey surrender period is Feb. 16 at 11:59 p.m. MT. The deadline for
the Fall Turkey surrender period is June 7 at 11:59 p.m. MT.

1. MAKE HUNTING RESERVATIONS ONLINE OR BY
PHONE: Some properties require reservations
to hunt turkey; these can be made online at
cpw.info/buy-apply or through the reserva-
tion phone number: 1-800-244-5613. Reserva-
tions are available starting at 9 a.m. Reserva-
tions can be made 14 days before the hunt date
up until noon the day before the hunt date.
Check the current Colorado State Recreation
Lands brochure for details about which prop-
erties require reservations.
2. SPANISH PEAKS SWA: Map to trailhead and
parking is on page 11. Hunting is permitted
only Sat., Sun., Mon. and Tues. in spring tur-
key season. Hunters with mobility impair-
ments, see page 1 for exceptions.
3. HORSETHIEF CANYON SWA: All turkey hunt-
ing W of Blind #1, S of the Colorado River
requires a reservation. Reservations must
be made through the Hunting Reservation
System. See “Make hunting Reservations Online
or by Phone” above. Hunters can hunt only the
area reserved. Hunters must check in and out
at property.
4. HIGEL & RIO GRANDE SWAs: Spring season
access is by permit only, issued by random
drawing. Applications are available by email-
ing montevista.wildlife@state.co.us.
Group applications accepted; maximum two
applicants per group. Application deadline is
NEW
March 31, annually. Successful appli-
cants will be notied by email. Information
about the license drawing is on the application.
5. KENOSHA PASS & GUANELLA PASS RD.
GMUs 39, 46, 500 & 501: Hunting is prohibit-
ed year-round along Kenosha Pass within 1/4
mile of Hwy. 285, between mile markers 203
and 206 in Park Co., excluding private lands.
Hunting is also prohibited within 1/4
mile of Guanella Pass Rd. (Clear Creek CR
381 and Park CR 62) when the road is open
to motor-vehicle trac, from mile markers
12.5 to 19 (located at the intersection of
Guanella Pass Rd. and the Clear Lake picnic
area). Hunting is also prohibited within 1/4
mile around and including Deadmans Lake
(E of Guanella Pass Rd., N of Mt. Bierstadt
Trail [USFS trail 711]), excluding private
lands. When Guanella Pass Rd. is closed to
motor-vehicle trac, the hunting closure is
lied.

lead bullets may be an option that’s right for you.
Science tells us that ingesting lead can cause poten-
tial health problems over time. Risks are low for most
people; however, you can also:

GET THE LEAD OUT
1. Use lead-free shot or bullets.
2. Choose a firearm with lower-velocity bullets, so the bullet fragments don’t scatter as far into the wound.
Liberally trim and discard meat damaged by the bullet when you process an animal.
3. Clean your meat grinder between each animal. Lead is soft and can go through your grinder, contaminating an entire batch of ground meat.
If you don’t grind the meat yourself, speak with your commercial processor about their equipment cleaning process between animals.
4. Avoid eating game meat from animals harvested with lead bullets if you are pregnant. Children younger than 6 should also avoid it.
